There is a long tradition in Britain of voluntary service to the community, and the partnership between the voluntary and statutory sectors is encouraged by the Government. It has been estimated that just over a half of all adults take part in some form of voluntary work during the course of a year. Local health authorities plan and carry out their duties taking account of the work of voluntary organisations, and include them in the planning process. Voluntary provision enables these authorities to continue the trend towards local community care rather than institutional care for the elderly, and mentally ill and mentally handicapped people. An Opportunities for Volunteering Scheme, together with an Unemployed Voluntary Action Fund in Scotland and a Community Volunteering Scheme in.Northern Ireland, has provided support for almost 3,000 local voluntary projects to enable unemployed volunteers to help disadvantaged groups in the community. Voluntary organisations also participate in several other government schemes, including the Employment Training Programme and the Youth Training Scheme. Over 65,000 voluntary organisations are registered as charities, and in England and Wales the Charity Commission gives advice to trustees of charities, initiating schemes to modernise their purposes or facilitate their administration where necessary.
