Scope

PREVENTION POLLUTION FROM OIL AND NOXIOUS SUBSTANCES

 

1. Purpose

 

To take necessary steps to avoid marine pollution by oil and noxious substances or in the case of failure to eliminate any possible pollution.

 

 

Ship's operational procedures, bunkering of fuel or lubricants and cargo handling procedures.

 

 

* MARPOL 73/78.

* Recommendation on International Perfomance and Test Specifications of Oily-water Separating Equipment and Oil Content Meters, adopted by the Organization by resolution A.393(X).

* Revised Specifications for the Design, Operational and Control of Crude Oil Washing Systems, adopted by the Organization by resolution A.496 (XII).

* Revised Guidelines and Specifications for Oil Discharge Monitoring and Control Systems. for Oil Tankers, adopted by the Organization by resolution A.586 (14).

* Procedures for the Control of Operational Requirements Related to the Safety of Ships and Pollution Prevention, adopted by the Organization by resolution A.742 (18).

* HELCOM Recommendations.

* ICS Clean Seas Guide/Oil Record Book.

* OCIMF Guidelines for the Preparation of Oil Spill Contingency Plan.

 

4.Definitions

 

"Oil" -means petroleum in any form including crude oil, fuel oil, sludge. oil refuse and refined products (other than petrochemicals which are subject to the provisions of Annex II of MARPOL 73/78) and, without limiting the generality of the foregoing, includes the substances listed in appendix I to Annex I.

 

Animal and vegetable oils are found to fall under the category of "noxious liquid substances".

 

"Oily mixture" -means a mixture with any oil content.

 

" Oil fuel" -means any oil used as fuel in connection with the propulsion and auxiliary machinery of the ship in which such oil is carried.

 

"All oily mixtures" -means all ballast water and tank washing residues from cargo oil tanks.

 

5.Actions

 

*Efficient completion of check list before operation on:

- bunkering,

- loading/unloading,

- discharge,

- oil cargo transfers,

- gas freeing,

- ballasting/deballasting.

 

* Installed oily water separating (100 ppm) and/or filtering equipment (15 ppm), oil discharge monitoring equipment has to meet the requirements of MARPOL 73/78 and is workable.

 

* Oil discharge monitoring equipment is in stand by position constantly.

 

* All collected sludge and oil residues are retained in special sludge tanks intended for this purpose and defined in the Supplement of I.O.O.P Certificate, taking into account that the ullage of the sludge tanks should be sufficient for the quantity of oil residues generated.

 

* Before the operational procedures with oil and oily mixtures ensure that all the valves through which the oil and oily mixtures can be discharged into the sea, except these ones which will be used, are closed and sealed.

 

* All bilge pump direct overboard discharge valves must be lockedwhilst the vessel is in port.

 

* The valves are sealed up by the master or by a person, appointed by the master.

 

* Sealed valves are marked with the transparent (e.g. 'Sealed!' 'Don't open!').

 

* Entries on valves' seals are to be made in Engine Room Log Book or (Deck) Log Book and contain the following:

1. Date and time when the valve was sealed.

2. Ship's location : latitude/longitude.

3. Position and name of a person, who sealed the valve.

4. Sealed valve purpose.

5. Operational position of a valve (opened, closed) fixed by the seal.

6. Seal's characteristics.

 

* The scheme of discharge valves, which are to be closed and sealed during the voyages within a special area or whilst the vessel is in a port, where the discharge of oil and the other harmfull substances is prohibited, is posted prominently.

 

* The seals from the valves can be removed only when the ship leaved the area, where the discharge of oil and other harmfull substances was prohibited. This fact is to be entered in Engine Room Log Book or (Deck) Log Book reflecting the following:

1 Date and time when the seal was removed.

2. Ship's location : latitude/longitude.

3. Valve, from which the seal was removed.

4. Position and name of a person, who has removed the seal.

 

* When bunkering of fuel or lubricants takes place, ensure that:

 

1. mooring equipment is certified and checked ;

2. all deck scuppers are effectively plugged and sealed;

3. bunker manifold spill tray and spill containers on the deck under the venting pipes are clean and dry, free of water or snow;

4. bunker supply line hoses are reliably joined and fixed;

5. overflow tanks are empty;

6. oil absorbents (sand, rolls, pads) has been placed at strategic position on the deck and at manifolds where the oil spill may be occured.

 

* When handling of noxious substances exactly de-fine the Category of substance (A,B,C,D) and strictly follow the requirements of Annex II of MARPOL 73/78 concerning discharge into the sea contaminated water from tanks resulting from cleaning or deballasting operations keeping in mind the following:

 

I the Baltic sea, the Black sea and the Antarctic areas are defined as Specials areas;

2. valves for discharge of mixtures containing the noxious substances to the reception facilities should not be sealed but only blanked.

 

* Means of communication between ship key-members and the other crew members shall be in good condition.

 

INTENTIONAL POLLUTION IS A CRIMINAL ACT!
