To take steps to avoid air pollution from ships.

Tankers operational and cargo procedures.

4.Definitions

 

"Volatile organic compounds" -these are various solvents, oil hydrocarbons (propane,

butane, pentane etc, - defined as aliphatic hydrocarbons), its oxydes, benzene, toluenes, xylenes, vapours of poly-nuclear aromatic compounds.

 

5.Actions

 

* Chief-Officer of a tanker ensures that:

- closed loading/unloading system in good condition and ready for use;

- ship is ready in all respects to receive and discharge cargoes ( tanks' condition control, inert gas, crude oil washing. venting system, mooring equipment). In the case of any failure Chief-Officer reports to the Chief Engineer.

 

* Chief-Officer of a tanker uses gas detectors and controls the condition in vessel spaces.

* Cargoes loading/unloading procedures are carried out very properly.

* Tankers are supplied with modern portable gas analyzers.

* All of ships' key-members are trained and certified on manage with portable gas analyzers and fully understand the achieved measuring rezults.

* In tankers' pump-rooms are fitted units for continuous gas control.

* The use of chloro-fluoro carbons (CFCs) and halons is under control.

 

The general targets of air pollution prevention will be reflected in the forthcomming new Annex VI of MARPOL 73/78.

 

HELCOM insists on an implementation of the Recommendation 13/15 concerning the use of fuel with the sulphur content less, than 1,5% when trading in the Baltic sea area in order to reduce sulphur dioxyde content in exhaust gas.

 

In accordance with the HELCOM recommendation 14/8 starting from the 1 January 1995 there is prohibited any incineration of ship generated wastes onboard ships, when operating in territorial seas and inland waters of the Baltic states.
