4.Actions.
* All vessels crew to be fully aware that tank is to be filled not more than 98 % full at any time. * Second-Engineer Officer is responsible for bunkering of lubricants. * Third- Engineer Officer is responsible for bunkering of fuel oil. * Prior bunkering an appropriate check list shall be completed and necessary steps shall be taken: - chief-engineer draws up a bunker loading plan, and the master approves it; - bunker loading plan has been discussed and respective personnel have been understood their roles; - deck scuppers and drain holes must be plugged; - arrangements for fire watch and oil spill contingency equipment at stand by position; - there is a continuous watch keep on the manifold; - overflow tanks are empty and ready for use; - equipment is ready for use (blanks, joints, tank overflow system alarm, measuring tapes); - bunker manifold spill tray must be clean and dry, free of water or snow; - oil absorbents (sand, rolls, pads) has been placed at strategic position on the deck and at manifolds where the oil spill may be occured; - bunker supply line hoses must be reliably joined and fixed.
* Chief-Engineer Officer delegates persons who will be stationed at the: - manifold, - ullaging, - engine room tanks.
* Fourth- Engineer Officer assists the Chief-engineer Officer - * Bunkering must be started at the minimal rate of supply. If there is no leakage, the rate should be increased up to the maximal. * Must be achieved continuous pressure control on input of ship's pipe-line to ensure that the maximal working pressure is not exceeded. * Before the end of a tank's filling up, open the valves to the next tank to reduce the intensity of the filling, and signal to the bunker supplier to reduce the rate of bunkering supply. * Valves of the filled up tank must be closed only after the opening of valves to the next tanks. * 10-15 minutes after bunker loading check the level of it in tank. If consider the rise in spite of shuted valves, take steps to avoid an overflow. * After bunkering follow the check list points, accenting the following: - do not disconnect bunker supply line until it has been blown through and drained and all manifold valves have been secure closed; - take ullage/sounding and temperature of all bunker tanks; - property clean spill trays from oil / lubricant. * Engineer responsible for bunkering makes entries in Oil Record Book Part 1. 5.Documentation *Operational instructions books for equipment. * Operational instructions on bunkering/oil transfer procedures. 0 Shipboard Oil Pollution Emergency Plan.
