Scope

Ship's operational procedures relating to the handling of cargo and ballast.

Resolution A. 774 (18) adopted on 4 November 1993. Guidelines for preventing the introduction of unwanted aquatic organisms and pathogens from ships' ballast water and sediment discharges.

 

 

"Harmful aquatic organisms" –means unwanted faunistic and floristic micro-,meso-, and microorganisms, carrying on life processes in water.

 

"Pathogens" -means microorganisms, viruses or substances producing diseases.

 

"Ballast water" -means water placed in hold of a ship to increase her stability when floating without cargo or with insufficient cargo; ballast water may contain suspended solids which form deposits on horizontal surfaces of tanks.

 

5.Actions

 

Operations on handling of cargo and ballast referred in "Oil Transfer Procedures Manual " should be implemented efficiently.

 

Ship's crew should receive the information on the requirements of Port State Authorities with respect to ballast water and sediment discharge procedures, including information that will be needed to obtain entry clearance.

 

Avoid taking on ballast water in shallow water areas, or in the vicinity of dredging operations.

 

All sources of sediment retention such as anchors, cables, chain lockers and suction valves should be cleaned routinely to reduce the possibility of spreading contamination.

 

The fact of taking on ballast water should be recorded in the ship's Log Book, including:

1. date,

2. geographical location,

3. salinity,

4. amount of ballast water taken on.

 

· The Form "Information on Ballast Water Being Carried" is to be completed by ship's master (see Appendix 1) and made available to the Port State Authority.

 

· Port State Authorities may require ship to complete a "Ballast Water Control Report Form" (see Appendix 2).

 

· Choose one of the proposed control action as follows:

1. non-release of ballast,

2. ballast water exchange,

3. ballast water management practices,

4. use of shore reception facilities,

5. other (specified)

 

The ballast water may be exchanged in deep ocean areas or open seas at water depths of 2 000 m and more, including flushing out of tanks, chain lockers and other locations where sediments may accumulate.
