INTERNAL TRANSFER OF BUNKER

 

1. Purpose

To describe transfering procedure.

 

Internal transfer procedure.

 

MARPOL 73/78.

Shipboard Oil Pollution Emergency Plan.

 

* During an internal transfer of bunker from fuel tank to daily supply tank the Third Engineer(dry cargo ships) and Fourth-Engineer (tankers) ensures the following

- all pipe-lines through which fuel could be discharged overboard are properly closed and secured from the casual opening;

- blank flanges are fitted on pipe-lines which have direct connection overboard;

- venting pipes and overflow pipes are in good condition and clean;

- overflow tank is empty;

 

* Every internal transfer of bunker may be effected under the control of an engineer- officer in a charge.

 

* Entries of the procedure should be made in Engine Room Log Book.

4.Definitions

"Oil" -means petroleum in any form including crude oil, fuel oil, sludge, oil refuse and refined products (other than petrochemicals which are subject to the provisions of Annex II of MARPOL 73/78) and, without limiting the generality of the foregoing, includes the substances listed in appendix I to Annex 1.

 

Animal and vegetable oils are found to fall under the category of "noxious liquid substances".

 

"Oily mixture" -means a mixture with any oil content.

" Oil fuel" -means any oil used as fuel in connection with the propulsion and auxiliary machinery of the ship in which such oil is carried.

 

"All oily mixtures" -means all ballast water and tank washing residues from cargo oil tanks.

 

"Oily-water separating equipment" -any combination of a separator, filter or coalescer, and also a single unit designed to produce an effluent with oil content of less than 100 ppm.

 


--oily-water filtering equipment" -any combination of a separator, filter or coalescer, and also a single unit designed to produce an effluent with oil content not exceeding 15 ppm.

 

5.Actions

 

Take the main necessary steps prescribed in section ”Prevention of Pollution from Oil and Noxiuous Liquids" concerning oily water separating and oily discharge monitoring equipment, piping system arrangements.

Oily waters and sludge accumulated in machinery space are to be collected:

bilge - in a bilge water holding tank,

sludge - in a sludge tanks, referred to in I.O.P.P. Certificate Supplement.

 

Bilge waters of a ship of 400 tons gross tonnage and above other than oil tanker and of an oil tanker, excluding cargo pump-room bilges of an oil tanker unless mixed with oil cargo residues can be discharged into the sea if:

- the ship Is not within a special area;

- the ship is more than 12 nautical miles from the nearest land;

- the ship is proceeding en route;

- the oil content of the effluent is less than 100 ppm (after 6 July 1998 - less than 15 ppm),

- the ship has in operation oil discharge monitoring and control system, oily water separation equipment;

or within special areaif:

- the bilge water does not originate from cargo pump-room bilges;

- the bilge is not mixed with oil cargo residues;

- the ship is proceeding en route;

- the oil content of the effluent without dilution does not exceed 15 ppm;

- the ship has in operation oil filtering equipment;

- oil filtering system is equipped with a stopping device which will automatically stop the discharge if oil content of effluent exceeds 15 ppm.

 

In all other cases within special area any discharge into the sea of oily mixtures isprohibited.

 

When there is not possible to discharge bilge water overboard, it must be retained onboard and discharged to reception facilities..

 

Oil residues resultingfrom the purification of fuel and lubricants and oil leakages in the machinery spaces collected in spill trays must be retained in sludge tanks and disposed in compliance with Supplement of the I.O.P.P. Certificate section 3.

 

Before discharge:

 

Fourth- Engineer Officer controls the following: - oil discharge monitoring equipment is in stand by position; - all the valves throuth which the oil and oily mixtures can be discharged into the sea, except these ones which will be used, are closed and sealed; - oily water separating/filtering equipment is workable.

Fourth- Engineer Officer asks a permission from the officer in a charge on the bridge for bilge discharge.
