1. Purpose To take necessary steps to avoid marine pollution by oil. Discharge of dirty ballast and oily mixtures to shore reception facilities.
* MARPOL 73/78 * Recommendation on International Perfomance and Test Specifications of Oily-water Separating Equipment and Oil Content Meters, adopted by the Organization by resolution A.393(X). * Revised Specifications for the Design, Operational and Control of Crude Oil Washing Systems, adopted by the Organization by resolution A.496 (XII). * Revised - Guidelines and Specifications for Oil Discharge Monitoring and Control Systems for Oil Tankers, adopted by the Organization by resolution A.586 (14). * Procedures for the Control of Operational Requirements Related to the Safety of Ships and Pollution Prevention, adopted by the Organization by resolution A.742 (18). * HELCOM Recommendations.
4.Definitions
"Oily mixture" –means a mixture with any oil content. "Slop tank" –means a tank specifically designated for the collection of a tank drainings, tank washings and other oily mixtures.
5.Actions
* Chief-Officer is responsible for the discharge of dirty ballast or oily mixtures retained in slop tanks to shore reception facilities. * Second Officer takes charge of watch during the operation. * Chief- Officer delegates persons who will be stationed at the manifold and will carry out all the prepare works before action as follows: - deck scuppers and drain holes must be plugged; - there is a continuous watch keep on the manifold; - equipment is ready for use (blanks, joints) ; - dirty ballast discharge manifold spill tray must be clean and dry, free of water or snow; - arrangements for fire watch and oil spill contingency equipment at stand by position; - oil absorbents (sand, rolls, pads) has been placed at strategic position on the deck and at manifolds where the oil spill may be occured; - dirty ballast or oily mixtures discharge line hose must be reliably joined and fixed.
* Chief-Officer asks a permission from the shore reception facilities operator to start a discharge. * When the permission from the shore reception facilities operator is obtained, Chief Officer gives the permission to a pumpman to start the discharge.
* Dirty ballast or oily mixtures discharge must be started at the minimal rate of discharge. If there is no leakage, the rate should be increased up to the maximal
* The discharge procedure is carrying out under the visual control of the officer in charge on the bridge.
* After dirty ballast or oily mixtures discharge accenting the following:
- do not disconnect dirty ballast or oily mixtures discharge line until it has been blown through and drained and all manifold valves have been secure closed; - properly clean spill trays from oil residues; - receive a certificate or a receipt from reception facilities operator on dirty ballast or oily mixtures discharge , including the information on quantity , date and time of discharge.
* Chief- Officer responsible for dirty ballast or oily mixtures discharge makes entries in Oil Record Book Part II.
