SHIPBOARD OIL POLLUTION EMERGENCY PLAN / VESSEL RESPONSE PLANDate: 2015-10-07; view: 467.
1. Purpose
To provide guidance to the Master and Officers on board the ship with respect to the steps to be taken when a pollution incident has occured or is likely to or-cur.
2. Scope
All information, operational instructions and reference material concerning a pollution incident which has occured or is likely to occur.

Guidelines for the development of shipboard oil pollution emergency plans, developed by the IMO.
General Principles for Ship Reporting Systems and Ship Reporting Requirements, including Guidelines for Reporting Incidents Involving Dangerous Goods, Harmful Substances and/or Marine Pollutants, adopted by the IMO by resolution A. 648 (16).
4.Actions
* No alteration or revision shall be made to any part of it without the prior approval of the Maritime Administration except the section " Additional information".
* Immediately activate the Shipboard Oil Pollution Emergency Plan in the case of: - any pollution incident; - any incident that may create a significant risk of pollution of fuel or oil cargo; such incidents include: grounding, stranding, collisions, hull damages, fire, explosions, propulsion, flooding, on-deck spills.
* Master ensures that the below procedures are followed: - notification procedures; - cooperation with the authorities, oil spill contractors and salvage people to avoid or minimize the damage from oil pollution; - Shipboard Oil Pollution mitigation procedures.
* Procedures prescribed in section 2 of Shipboard Oil Pollution Emergency Plan and drills are integrated in training and instructions programmes.
· officers receive initial training in the use of all parts of this plan that effect them and their crew.
· The crew receive their training as part of their on board duties (specific training on use of oil spill equipment).
· Records on trainings and drills must be made regularly and properly.
* No chemicals shall be used to disperse the oil unless agreed with local authorities.
* Vessel Response Plan, provided for a vessel, fully complies with the requirements of Regulation 26 of Annex I of MARPOL 73/78.
